Your neighbors sound like jerks. I feel so sorry for you.
Everyone in the neighborhood hates these people. They've even taken them to court because of the incessant barking. I've always been nice to them and never complained about their dogs even though I bear the brunt of it. Whenever I am out in my yard and they let their dogs out, the dogs throw themselves at the fence in a frenzy trying to get at me. It was really scary when they had big dogs and there was only the small chainlink fence between us. Another reason I am happy about the new fence.
